One Year Anniversary of the West Japan Floods - Strengthening the Emergency Assistance Team and Sharing Lessons Learned

It’s been a year since the West Japan Floods in July 2018. This was the heaviest rainfall recorded in the past three decades in Japan and more than 220 people lost their lives. The recovery efforts are still underway in the affected areas.

 

Amid the one-year anniversary of the disaster, record levels of heavy rain are again hitting Japan this year. On July 3, over one million residents of the Kyushu region in southwestern Japan including Kagoshima and Miyazaki Prefectures were ordered to evacuate. Civic Force, together with its partner organization, arranged an emergency assistance team yesterday to prepare for deployment. As of the morning of July 4, there has not been any information regarding significant damages or deployment requests. However, the rainfall is expected to increase mainly in southern Kyushu. The medical team and Search-and-Rescue (SAR) team with doctors and SAR dogs are working together for quick dispatch in case of emergency.

In this past year, drawing on the experience and lessons learned from the West Japan Floods, Civic Force has been strengthening the emergency assistance system with medical and SAR components. In addition, we are focusing on efforts to convey the experiences of the affected population through NPO Partner Projects and preparing for the future disasters.

For example, a group of nurses in Mabi-town, Okayama Prefecture that specialize in home visits, are using Civic Force’s trailer office as they regularly organize workshops on disaster preparedness. Another NPO Partner Project supported a study tour for the affected communities in Uwajima City, Ehime Prefecture to visit the Kyushu region which was devastated by heavy rainfall in 2017. The participants discussed tailored assistance to temporary housing residents and the importance of involving local residents in disaster recovery processes.
